System Overview —
How Does It Work?
Debris and asbestos containment is achieved in combination with a fall protection solution. Debris netting liner and/or a layer of heavy-duty polythene overlay the personnel safety net to form a 3-layer protective system.
The debris netting helps catch small falling objects, such as tools or demolition materials, that might fall through the spaces between the personnel net's weave, whilst the plastic sheeting stops dust and rainwater potentially impacting business operations. The personnel safety netting provides the strength to stop falling heavy objects or personnel.
Where asbestos fibres are suspected of being present, an additional layer of heavy-duty plastic is used in conjunction with the three-layer system to enable the asbestos-contaminated materials to be collected and disposed of in a safe and compliant manner.
Asbestos Containment
If asbestos is present in your workplace, you have a legal obligation under the Health and Safety at Work (Asbestos) Regulations 2016 to protect employees and contractors from any risk it might cause. Asbestos is the number one cause of death from work-related illness in New Zealand.
Removal is the most common way of controlling asbestos, but can potentially release asbestos-contaminated dust in an uncontrolled manner.
Property owners/employers are coming to realise the issues they face with regards to the safe removal of asbestos-contaminated materials, particularly in older roof sheeting systems. The team at Safety Nets NZ has developed a bespoke solution to assist clients having to deal with this issue.

What is the difference between the 3-layer and 4-layer containment systems?
The 3-layer system combines a personnel safety net, debris netting liner, and heavy-duty polythene overlay. It catches falling tools, materials, and debris while preventing dust and rainwater from potentially affecting business operations, making it the standard specification for most debris and asbestos containment applications. The 4-layer system adds an additional layer of heavy-duty plastic and is specified where asbestos fibres are confirmed or highly suspected, ensuring contaminated materials are fully captured and can be safely collected and disposed of in compliance with the Health and Safety at Work (Asbestos) Regulations 2016.
What legal obligations apply when asbestos is present on site?
Under the Health and Safety at Work (Asbestos) Regulations 2016, property owners and employers have a legal obligation to protect employees and contractors from any risk asbestos might cause. A Site-Specific Safety Plan (SSSP) is issued for each project, documenting hazards, risk mitigation measures, and safety compliance requirements before work begins. A site-specific handover certificate is provided on the completion of our works. All systems address legal obligations under the Health and Safety at Work (Asbestos) Regulations 2016 and WorkSafe NZ requirements, and are installed by our nationwide team of FASET-trained certified riggers to ensure every system meets the required standard.
